Baja California Governor Highlights Five Years of Women's Welfare Programs
The state administration has emphasized ongoing support initiatives, including the constitutional elevation of the Tarjeta Violeta and expanded educational and protective services.
Governor Marina del Pilar Avila Olmeda of Baja California presented a comprehensive five-year progress report detailing advancements in women's economic autonomy, healthcare, education, and protection across the state. The administration highlighted the implementation of several social welfare programs designed to expand development opportunities for female residents in all seven municipalities.
A central component of the state's welfare strategy is the Tarjeta Violeta program, which currently provides financial assistance of 2,600 pesos every two months to 100,000 women. To guarantee the initiative's long-term continuity, lawmakers elevated the program to constitutional status within the state.
In the educational sector, the state government established a goal for 2026 to support 14,809 women in starting, continuing, or finishing their primary, secondary, high school, and higher education studies. As part of these efforts, several program beneficiaries received their high school diplomas in August.
Economic independence is also being promoted through employment and entrepreneurial platforms. The Expo Emprende Violeta initiative facilitates product commercialization and grants access to productive projects, while the Mujeres al Volante program has successfully trained more than 240 female drivers in Mexicali, Tijuana, and Ensenada.
To address gender-based violence, the state's Justice Centers for Women located in Tijuana, Mexicali, and San Quintín have delivered more than 21,000 psychological counseling sessions. These facilities additionally offer legal advice, social accompaniment, and temporary shelter for women and children facing vulnerable situations.
Further reinforcing security infrastructure, a new building for the Escuadrón Violeta opened in Mexicali with an investment exceeding 55 million pesos. The facility provides medical, psychological, and legal assistance, alongside secure shelter spaces for victims of violence.
Healthcare initiatives also play a prominent role in the state's strategy. The Ruta Rosa mobile units provide free mammograms across all seven municipalities, complemented by specialized health campaigns aimed at early cervical cancer detection.
Finally, the state government reported the allocation of 500 million pesos from a dedicated Gender Bond toward inclusion, equity, and empowerment projects. These funds are designated to support infrastructure, shelters, and productive initiatives throughout communities facing higher levels of social marginalization.
