France Expands €100 Fuel Subsidy on Tax Portal as Platform Faces Legal Scrutiny
The French government widened eligibility for financial relief while its online portal concurrently faces challenges over gender disclosure.
On Tuesday, October 27, 2026, the French government officially opened online applications on its primary tax website, impots.gouv.fr, for an expanded 100-euro fuel allowance. The one-time subsidy covers the period from October through December 2026 and is designed to help motorists offset surging fuel prices triggered by the conflict in Iran. According to an official decree published in the Journal Officiel, the portal will remain open for new claims through December 31.
The relief initiative extends previous support measures, expanding the pool of potential recipients from 3 million to an estimated 5.5 million people. To widen access, authorities significantly raised the qualifying income limits. Eligible applicants must now have a reference fiscal income per household share for 2024 that does not exceed 22,770 euros, compared to the earlier threshold of 16,880 euros. The upper limit stands at 45,540 euros for a household with two tax shares and 68,310 euros for three shares.
Qualifying rules require recipients to be tax residents in France, have declared employment income, and not have been subject to the real estate wealth tax in 2024. The aid is strictly aimed at high-mileage workers who use a personal vehicle for professional purposes. Drivers qualify if their one-way commute is at least 15 kilometers, or if they travel at least 8,000 kilometers annually for work. The assistance applies to two-, three-, or four-wheeled vehicles powered by thermal engines or non-rechargeable hybrids, and it is limited to a single payment per vehicle.
Only first-time applicants need to submit a claim, requiring their tax number, vehicle registration number, and registration certificate details. French authorities estimated that the 100-euro payment, which corresponds to roughly 40 euro cents per liter across an average three-month fuel usage, will be deposited into bank accounts within about ten days of filing. Meanwhile, approximately 1.6 million drivers who received the earlier aid spanning April to September did not need to reapply, having received their payments automatically on October 16.
The opening of the application window coincided with legal action filed Tuesday before France's supreme administrative court, the Council of State. Four non-profit associations and a nonbinary individual formally challenged the mandatory collection of binary gender titles across state portals. The complaint explicitly targets forms on service-public.gouv.fr used for association management, as well as documents generated on impots.gouv.fr during value-added tax declarations that require selecting between 'Monsieur' and 'Madame.'
Representing the petitioners, attorney Étienne Deshoulières questioned the public interest in gathering gender designations during administrative filings, arguing that the practice exposes nonbinary and transgender users to discriminatory treatment. The lawsuit draws on privacy precedents under European data protection regulations, including a January 2025 ruling by the Court of Justice of the European Union restricting unnecessary personal data collection, as well as a July 2025 Council of State ruling that ended mandatory gender questions for train ticket purchases with state rail operator SNCF.
The administrative and legal developments highlight the expanding workload handled by the impots.gouv.fr system, which also became the mandatory portal for declaring manual financial gifts earlier in 2026. The platform previously faced disruption on October 21, when tax servers and other official websites were placed in temporary maintenance following the emergency disclosure of critical vulnerabilities in the PHP programming language that prompted precautionary shutdowns across French state infrastructure.
