Trucker Protests Cause Empty Supermarket Shelves Across Southern Italy
A wave of demonstrations by truck drivers and farmers against soaring diesel prices has disrupted supply chains and left grocery stores with scarce supplies throughout southern regions.
Grocery store shelves and gas station pumps have emptied across multiple cities in southern Italy following protests by thousands of truck drivers and farmers. The demonstrations stem from surging fuel costs triggered by the conflict in the Middle East, making travel financially unsustainable for independent haulers. Because the vast majority of consumer goods rely on freight trucks for delivery, the transportation stoppage has paralyzed a significant portion of the country's supply chain.
The protests originated in Puglia around October 12 and quickly expanded to Calabria, Sicily, Basilicata, and Campania. Truck drivers have been stopping heavy vehicles at highway toll booths and turning them back. Haulers report facing monthly diesel expenses thousands of euros higher than before, rendering their standard wages insufficient to cover operating costs. Farmers have joined the picket lines alongside the truckers, noting that the price of fertilizers, engine oil, and tires has climbed while crop payout prices have remained too low to prevent financial losses.
The supply chain disruption has created severe shortages of fresh food items such as fruits, vegetables, packaged goods, dairy, and poultry across Puglia, Sicily, the provinces of Naples and Caserta, and Molise. Specialized tanker trucks have also failed to make scheduled fuel deliveries, leaving various service stations dry. Fresh produce remains the most vulnerable, putting agricultural businesses at risk of losing harvests and prompting some consumers to rush out and hoard supplies, which has accelerated the depletion of store inventory.
The crisis has severely impacted the Gulf islands of Ischia and Procida, where severe difficulties in maritime connections compound the food supply shortages. Adverse weather conditions and cancelled ferry crossings, alongside depleted fuel reserves for some transport companies, have worsened the isolation of the islands. In response to the high cost of living and transportation, residents in Ischia have announced a public demonstration scheduled near the municipal headquarters.
Government officials held discussions with trucker representatives in Milan to address the economic strain. Transportation Minister Matteo Salvini pledged hundreds of millions of euros in immediate funds and tax credits on diesel, alongside investments to modernize commercial trucks, with further meetings scheduled for late October. While some regional transport committees, such as those in Sicily, suspended roadblocks as an opening gesture, protests and roadblocks persist in regions like Calabria and Campania, where some associations argue the allocated funds merely represent pre-existing budgets.
The Strike Guarantee Commission intervened regarding the ongoing roadblocks, stating that the unauthorized demonstrations pose a grave and imminent danger to citizens' constitutional rights, threatening health, safety, and free movement. The regulatory body warned that urgent measures would be taken if the disruptions continued, even as local authorities in places like Catania successfully negotiated the total removal of roadblocks to restore freight circulation.
While the protests have extended as far north as the Lazio region, causing lines of trucks near highway tolls in Frosinone and tractors along roads near Rome, major disruptions have not materialized in northern Italy. Industry experts advise calm, noting that food supplies remain secure on a national scale as government and industry representatives prepare for upcoming negotiations to determine whether freight transport will fully resume.
